
To start with you will need some DSP (Desinger Series Paper) in a 12 inch width. You will also need Sticky Strip, adhesive runner (SNAIL), a dowel rod, ribbon, and green floral tape.
Cut your paper to the following measurements. You will need 1 of each size for each flower you plan to make.
- 1 1/2 inch x 12 inches
- 2 inches x 12 inches
- 2 1/2 inches x 12 inches

Cut each piece of DSP (Designer Series Paper) into fringe strips up to about 1/4 or so from the edge, being careful not to cut clear through. Since they were 12 inches long I folded each piece in half to cut them out faster by cutting through two sides at once.

Do this for each design/color of the DSP piece for each flower you plan on making.

Prepare the dowel rod by adding a strip of Sticky Strip to about an inch starting at the the top. I just swirled mine around 4 times.
After you have cut out all your DSP for the number of flowers you are making and prepared the dowel rods, remove the adhesive backing of the Sticky Strip from each dowell rod as you begin to work on each flower.

Take your smallest piece of DSP (1 1/2 x 12) and run the adhesive (SNAIL) along the side of the DSP that isn't cut through. You will be adding adhesive in the same manner to each layer.

Begin wrapping the DSP around the top of the dowel rod as shown. (Fringes pointing upward)

It should look like the photo at this point.

Start the next layer just below the first and finish that layer. If you put it directly onto the layer instead of moving it down slightly you will get a big bulge and make it very thick. I found moving it down slightly gave it a smoother finish in the end.

Continue with the third layer

At this point you should have all three layers attached with fringes pointing upwards.

Take your floral tape and wrap the dowel rod beginning at the top. If you've never used floral tape, you need to stretch and pull as you go in order for it to adhere correctly. Start on the dowel itself immediately under the DSP at the bottom of the flower, then go up on the paper slightly, back down and wrap towards the bottom. If you start directly on the DSP, the floral tape will not stick and adhere correctly.

Next, pull down the layers gently to make your flower. I used a pencil and curled the fringes under slightly. You may need to play with it a little with your fingers to get it to look like you want. Add some ribbon for embellishment if desired. You can pull the inside layer all the way down and even place a button or embellishment in the middle or you can leave that layer tightly together.
The fringe flowers below have a wider gap in the layers (a 1 inch gap--3 inch layer, 2 inch layer, and 1 inch layer). You can see the difference the size can make.
